Review an Infrastructure-as-Code Plan

An explainable Terraform plan whose destructive, security, cost, and availability effects are reviewed before any apply.

The process

Work it in this order.

  1. Confirm the target workspace, account, region, state backend, provider versions, and intended change ticket before initialization.
  2. Run formatting and validation, initialize with locked providers, and check the configuration with the organization's policy and security tools.
  3. Create a saved plan using the correct variable sources and capture the exact code revision and tool version that produced it.
  4. Review every create, update, replace, and destroy action, paying special attention to stateful resources, identity, networking, encryption, and downtime.
  5. Assess dependency ordering, blast radius, cost, maintenance windows, backups, rollback path, and whether drift or moved resources explain surprising actions.
  6. Obtain required approval and apply only the reviewed saved plan; afterward verify real resource state and service health against the intended outcome.

Bring this

Inputs the cat will ask for.

  • Terraform configuration and workspace
  • Intended infrastructure change
  • Variable and provider policy
  • Approval and maintenance-window rules

Router + one playbook

Route first. Choose one.

Cat Paw loads one playbook per task rather than merging several. Start with this router; the remaining paths are workflow-specific candidates it can inspect.

Guardrails

The boundaries travel with the prompt.

  • Never apply an unreviewed or newly regenerated plan under an old approval.
  • Stop on unexpected replacement or destruction, especially for stateful resources.
  • Keep secrets out of plan artifacts and restrict their retention and access.

Done means

A checkable finish.

The reviewed saved plan matches the approved intent, policy checks pass, high-risk actions have explicit approval and rollback, and post-apply state and service health are verified—or no apply occurs.

Behind the number

Two harnesses. One line.

Same number, same $100 credit. Pick the harness that answers when you text.

Hermes

Nous Research's terminal-native agent. It runs on your machine, keeps memory between sessions, and opens one playbook per task.

OpenClaw

The open-source assistant that runs on your own computer and answers in the channels you already use. One playbook per task.
