Roll Out Phishing-Resistant MFA
High-risk users and services move from phishable authentication to verified phishing-resistant methods with controlled recovery and exceptions.
The process
Work it in this order.
- Inventory users, applications, protocols, device constraints, current factors, privileged roles, break-glass accounts, and account-recovery paths.
- Select standards-based phishing-resistant methods supported by the identity provider and target applications, and define assurance and device requirements.
- Close bypasses such as legacy authentication, weak enrollment, insecure recovery, unmanaged forwarding, and unrestricted fallback factors where feasible.
- Pilot with administrators and representative users, testing enrollment, daily sign-in, device loss, travel, accessibility, offline needs, recovery, support, and rollback.
- Enroll users in risk-prioritized waves with clear communications, verified registration, help-desk procedures, and telemetry for adoption and failure.
- Enforce policy per application and population, monitor sign-in and recovery events, and investigate bypass attempts or unexpected fallback use.
- Document and time-limit exceptions, test break-glass accounts, retire superseded factors, and periodically recertify coverage.
Bring this
Inputs the cat will ask for.
- Identity provider and application inventory
- User and privileged-role populations
- Supported authenticator and device constraints
- Recovery and exception policy
Router + one playbook
Route first. Choose one.
Cat Paw loads one playbook per task rather than merging several. Start with this router; the remaining paths are workflow-specific candidates it can inspect.
- Router:

Guardrails
The boundaries travel with the prompt.
- Pilot before broad enforcement and maintain tested emergency access to avoid lockout.
- Do not silently downgrade users to phishable fallback methods.
- Protect enrollment and recovery with strong identity verification and audited administrator actions.
Done means
A checkable finish.
All targeted accounts use enforced phishing-resistant authentication on covered services, bypasses are closed or time-bound, recovery is tested, and sign-in telemetry confirms operation.
