Incident Response
Run a Cyber Incident Tabletop Exercise
Teams rehearse a realistic incident, expose decision and coordination gaps, and leave with owned improvements.
The process
Work it in this order.
- Define exercise objectives, scenario type, participating functions, constraints, success measures, and whether the exercise is discussion-based or includes technical simulation.
- Select or adapt a CISA scenario and write timed injects that test detection, escalation, authority, communications, continuity, legal, and recovery decisions.
- Appoint facilitator, observers, note taker, and exercise controller; distribute rules, assumptions, logistics, and a clear no-fault learning policy.
- Conduct the exercise, reveal injects in sequence, ask participants to use current plans and contacts, and capture decisions, dependencies, uncertainties, and elapsed times.
- Hotwash immediately afterward to distinguish strengths, plan gaps, capability gaps, and unresolved policy questions.
- Publish an after-action report with prioritized corrective actions, owners, deadlines, and measurable closure evidence.
- Update plans and run a focused retest or later exercise to verify that high-priority gaps were closed.
Bring this
Inputs the cat will ask for.
- Exercise objectives and scenario
- Participant and observer roster
- Current incident and continuity plans
- Available exercise duration
Router + one playbook
Route first. Choose one.
Cat Paw loads one playbook per task rather than merging several. Start with this router; the remaining paths are workflow-specific candidates it can inspect.
- Router:

Guardrails
The boundaries travel with the prompt.
- Label all simulated alerts and communications to prevent confusion with a real incident.
- Do not inject malware, disrupt production, or contact external parties unless separately approved.
- Protect sensitive weaknesses disclosed during the exercise and frame findings as system improvements, not individual blame.
Done means
A checkable finish.
The exercise and hotwash are complete, an approved after-action report exists, and every accepted corrective action has an owner, due date, and verification method.
